Return of discharged leprosy patient to Darwin
I refer to your letter of the 22nd August 1963 advising that Kenneth Clifford Waters,
a part aboriginal youth, recently discharged from the East Arm Settlement Darwin,
was being brought to live with his mother, Mrs Cahill, in Melbourne.
The patient's home environment was found to be satisfactory and arrangements were made
for the Deputy Medical Superintendent of fairfield Infectious Diseases Hospital,
Dr Nigel Gray, to keep him under surveillance.
However I have now been informed that the lad and his mother intend to return to Darwin
by air on friday 11th Octover. I shall be pleased, therefore, if you will inform the
appropriate authority in Darwin of his return.

Approval is given to the discharge of Miss Mary Gold of East Arm Leprosarium.

Discharge of Miss Mary Gold
The reason I am so anxious to discharge this girl earlier than the expected time
is that she is living in an environment which is both savage (vile crossed out)
and often criminally sexual and I am fearful for her sexual safety.
In addition, the young girl has now reached an age of maturity in which it could
well happen that she might have sexual relations with a part coloured man and
become pregnant and this I think would be disasterous.

Kenneth Clifford Waters, aged 14 years, a part coloured youth, who has been a leprosy
patient at the East Arm Settlement, Darwin, was discharged from the Settlement on the
13th August 1963. He is now under the care of his mother (Mrs Cahill) and his residence
is now 10 Lennox Street, Hawthorn, Melbourne.

All efforts to trace Vera McDonald (Ngadbi), a former patient of East Arm Settlement
have failed.

Home Surroundings Report by Sister Mary Inigo of East Arm Settlement
Step-father and mother, Mr and Mrs Cahill, live at 10 Lennox Street,
Hawthorn, Melbourne, in a large house containing five bedrooms and
two kitchens. One brother of the patient lives at home and also
Mr Cahill's mother. Mr Cahill is employed as a Truck Driver in the
Postmaster General's Department. Sister Mary Inigo reports that the
parents will be satisfactory people to look after the boy.

Re Vera McDonald (Vera Ngadbi)
A full blooded aboriginal female, Vera McDonald (Vera Ngadbi) was transferred from the
Derby Leprosarium to the East Arm Leprosarium at Darwin. The reason for this transfer
was because she was considered to be an inhabitant of the Northern Territory, although
being of the Ngining tribe there was some question as to whether she was a West
Australian or a Northern Territory native.
She had been admitted to the Derby Leprosarium on the 10th December 1956 with a diagnosis
of Lepromatous Leprosy. The details of treatment in Derby are somewhat meagre and the
only record of bacteriological tests is one positive smear at Derby in 1959. She spent
two years in the East Arm Settlement during which time the smears were negative and on
discharge the only lesion noted was an enlarged popliteal nerve.
On the 24th March 1962 she was discharged from East Arm, still on treatment, in the care
of Mother Gertrude at the Roman Catholic Convent, Derby, Western Australia.
Recently it was learned that she was in the Alice Springs area and an attempt was made to
have her report for reassessment. She was not located but advice has now been received
that her present address is c/o Mr V S Edwards, Millers Creek Road, Willow Tree, NSW.
3. 1.1963 To Commonwealth Police Darwin
Re Patrick Francis Kenny
Patrick Francis Kenny is possibly the man Paddy kenny or Paddy Wey, who is reported to have
mined tin with Alec Gorey near Pine Creek around 1946 to 1952. He may have contacted leprosy
there. Mr Gaden died at Pine Creek in 1950 with positive smears.
Also mentions Mr Jack White and Paddy Jonathan (aboriginal).
There would have been adequate opportunity for Mr Kenny to have contacted leprosy at Pine Creek.
19.10.1962 To Department of Health Canberra
On 18th October 1962 the Police prosecuted two patients of East Arm Settlement for alleged
criminal offences. details are :-
Sidney Walker - criminal assault against a female. Conducted in the Children's Court.
Pleaded guilty. Sentenced to 3 months imprisionment.
Roy Lewis - supplying liquor to a Ward. Pleaded Guilth and sentenced to six months
imprisionment.
Undated Statement of events on the night of friday 21-22 September 1962
The girls involved in the party were
Doreen Cain, Mildred Baird, Mildred Lenari and Mary Gold.
A native patient, aged 14-15 years, named ......... had been left alone in an open ward when
Doreen Cain went out and it appears that she was molested (probably quite willingly) by
Sidney Walker.
The half-caste men involved were
John White, Roy Lewis and Sidney Walker.
A schoolboy kenny Waters carried the invitations.

Jacob Roberts born 1931.
Jacob Roberts, a lepromatous leper was discharged from East Arm Leprosarium on 1st October 1957.
