Those who have received permits supplied by me to the police for local issue are not included as returns have not been received. The list represents 146 employers and about 600 aboriginals, or 950 if the scalping parties are included. Applications will continue from all quarters, especially the West. There must be at least 2000 aboriginals in service south of the Tropic of Capricorn.
